Russian FM Lavrov begins Africa tour with talks in Ethiopia

Russian Foreign Minister Sergei Lavrov arrived in Ethiopia on Wednesday to begin a multi-nation African tour aimed at strengthening Moscow’s diplomatic, economic and security ties with the continent as Russia seeks to expand its influence in Africa amid continued geopolitical competition with Western nations.

Lavrov held talks with Ethiopian Prime Minister Abiy Ahmed and Foreign Minister Gedion Timothewos in Addis Ababa, where discussions focused on trade, investment, energy cooperation, agriculture, security and regional peace efforts in the Horn of Africa.

The visit comes as Russia continues to deepen its engagement with African governments through high-level diplomatic visits, military cooperation agreements and economic partnerships, despite Western sanctions imposed over the war in Ukraine.

Speaking after the meeting, Lavrov reaffirmed Russia’s commitment to strengthening relations with African countries, describing Ethiopia as a key strategic partner in the region. He said Moscow was prepared to expand cooperation in infrastructure development, education, food security, nuclear energy and mining, while also increasing bilateral trade.

Ethiopia welcomed the visit, saying it values its long-standing relationship with Russia and is seeking greater collaboration in investment, technology transfer and industrial development. Officials also discussed regional security challenges, including the situation in Sudan and efforts to promote stability across the Horn of Africa.

Russia has steadily increased its diplomatic presence across Africa in recent years, positioning itself as an alternative partner for governments seeking broader international alliances. Moscow has expanded cooperation in sectors ranging from energy and mining to defence and grain exports, while promoting a policy of non-interference in the domestic affairs of African states.

Lavrov’s latest tour follows previous visits to several African countries and comes ahead of planned bilateral meetings with leaders across the continent. Analysts say the trip reflects the Kremlin’s continued effort to reinforce political partnerships and secure new economic opportunities in Africa as competition for influence intensifies among global powers.

The visit is also expected to include discussions on food supplies, fertilizer exports and regional conflicts, issues that have become increasingly important as African nations grapple with economic pressures and security challenges.

Russia has repeatedly said it is committed to building what it describes as mutually beneficial partnerships with African countries, while African leaders have continued to pursue balanced foreign policies that allow them to engage with multiple global partners without aligning exclusively with any single bloc.
