Amnesty International has released a damning report documenting systemic human rights violations in Nigeria during the administration of former President Muhammadu Buhari, who governed from 2015 to 2023. The report highlights a range of alleged abuses by state security forces and other armed actors, pointing to failures in accountability and justice that persisted throughout his tenure.
According to the rights group, Buhari’s administration oversaw unlawful killings, suppression of dissent, attacks on journalists, and widespread abuses against vulnerable populations. Among the incidents cited was what Amnesty International described as the mass slaughter of over 350 men, women, and children in Zaria between December 12 and 14, 2015.
The report also accused Nigerian security agencies of systematically targeting pro-Biafra activists. Amnesty International noted that at least 150 peaceful pro-Biafra protesters were killed in a campaign of extrajudicial executions and violence between August 2015 and August 2016.
These findings paint a grim picture of human rights under Buhari, highlighting the challenges faced by Nigerian institutions tasked with upholding justice and accountability. The report underscores the need for continued oversight and reform to prevent similar abuses in the future.
Former President Buhari passed away in July 2025 at the age of 82, leaving behind a controversial legacy marked by both economic initiatives and severe human rights concerns.
