Libya’s Army Chief and UN Mission Pledge Peaceful Resolution to Disputes and Unified Military Command Under Civilian Authority

In a significant development for Libya’s stability, the country’s army chief and the United Nations Support Mission in Libya (UNSMIL) have reaffirmed their shared commitment to resolving disputes through peaceful means, safeguarding human rights, upholding the rule of law, and unifying the nation’s fragmented military under a single civilian-led authority.

The agreement was reached during high-level talks in Tripoli between UN Special Representative Hanna Tetteh, her deputy for political affairs, and General Mohamed al-Haddad, Chief of the General Staff and head of Libya’s truce committee. According to UNSMIL, General al-Haddad provided a detailed briefing on the efforts being made to maintain the fragile truce in the capital and expressed appreciation for the mission’s continued technical support.

These discussions come as part of the lead-up to the UN’s upcoming Security Council briefing on Libya, with both sides emphasizing the urgency of moving the country towards elections, unifying key state institutions, including military and security bodies and bringing an end to the prolonged cycle of transitional governments.

Security in Tripoli has been a major point of concern, particularly following the violent clashes in May 2025 that disrupted public life and posed severe risks to civilians. Tetteh commended the efforts of the security and military arrangements committee for defusing tensions, while cautioning against provocative actions by any Libyan actors that could reignite violence.

Both parties acknowledged the damaging impact of recent fighting on the daily lives of residents and stressed that dialogue remains the only viable path to resolving lingering security issues. They also agreed on the importance of involving all relevant security actors in a comprehensive reform and restructuring process for Libya’s security sector in western regions, framing it as a critical component of the country’s broader state-building agenda.

This renewed commitment between Libya’s military leadership and the UN mission signals a cautious but hopeful step toward achieving stability, unity, and lasting peace in a nation that has endured years of political division and conflict.
