Joyce Bawah Mogtari, a distinguished Ghanaian lawyer, public servant, and political advisor, continues to make indelible contributions to governance, international law, and women’s leadership across Africa. As Presidential Advisor and Special Aide to the President of Ghana, Mogtari brings more than two decades of strategic leadership, legal expertise, and policy insight to her nation’s highest office, cementing her legacy as one of West Africa’s most trusted voices in politics and public administration.

Trained as an international maritime lawyer, Mogtari holds advanced qualifications from prestigious institutions, including the University of London, the International Maritime Law Institute (IMLI) in Malta, the Ghana School of Law, the Kofi Annan International Peacekeeping Training Centre (KAIPTC), and Harvard Kennedy School (HKS). Her academic pedigree is matched by a robust professional trajectory marked by high-level roles in both the public and private sectors.

Before her current appointment at the Presidency, Mogtari served as Deputy Minister for Transport (2013–2017), where she played a pivotal role in overhauling Ghana’s transportation systems and maritime infrastructure. She was instrumental in regulatory reforms within the maritime and shipping sectors, driving safety protocols and boosting investor confidence in Ghana’s ports. Her maritime law expertise positioned her as a leading authority on issues of trade, ocean governance, and international commerce fields in which African leadership is crucial for the continent’s global competitiveness.

Mogtari is also a former Executive Director of the Ghana Shippers’ Authority, where she led operational reforms and strengthened the agency’s stakeholder engagement with international shipping lines, port authorities, and global trade actors. Under her leadership, Ghana’s logistics and shipping environment became increasingly aligned with international best practices, earning her recognition as a reform-minded and visionary administrator.

In politics, Joyce Bawah Mogtari is a loyal and strategic figure within the National Democratic Congress (NDC). As Spokesperson and Aide to former President John Dramani Mahama, she has helped shape the political messaging and campaign strategy of one of Ghana’s major political forces. Her presence in Ghana’s political landscape serves as a model for aspiring women leaders, particularly in a region where gender parity in political office remains elusive.

Beyond her political and legal work, Mogtari is passionate about women’s empowerment, ethical leadership, and youth mentorship.
