NUPRC: More Than 1,100 Host Community Projects Underway in Niger Delta

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) says more than 1,100 host community development projects are currently being implemented across the Niger Delta under the Petroleum Industry Act (PIA).

The commission said the projects are aimed at improving living conditions in oil-producing communities through investments in critical infrastructure and social services.

According to the NUPRC, the initiatives span sectors including education, healthcare, water supply, roads, electricity and other community development priorities identified by host communities.

The projects are being funded through the Host Communities Development Trusts (HCDTs) established under the PIA, which requires upstream oil companies to contribute a portion of their annual operating expenditure to support sustainable development in host communities.

The commission said the framework is intended to promote greater community participation in development planning, strengthen accountability in project implementation and reduce conflicts associated with oil and gas operations.

Development experts say effective implementation of the host community trust model could improve access to basic services, support local livelihoods and foster a more stable operating environment for the petroleum industry. They, however, emphasize the need for transparency, regular monitoring and community oversight to ensure projects are completed and deliver lasting benefits.

The Niger Delta has long faced development challenges despite its significant contribution to Nigeria’s oil production. Stakeholders have argued that sustained investment in infrastructure, education, healthcare and environmental restoration is essential to improving living standards in the region.

The NUPRC said it will continue working with operators, host communities and other stakeholders to ensure that projects are delivered in line with the objectives of the Petroleum Industry Act and contribute to sustainable development in oil-producing areas.
