The National Institute for Legislative and Democratic Studies (NILDS) has urged councillors from Oron Federal Constituency in Akwa Ibom State to strengthen grassroots governance through accountability, effective representation and improved legislative performance.
The institute’s Director General, Prof. Abubakar Sulaiman, gave the charge during a capacity building programme for the councillors in Abuja on Tuesday. He was represented by the institute’s Director of Audits, David Osanaye.
Sulaiman said investing in the capacity of grassroots leaders could improve governance and deliver tangible benefits to residents. He noted that councillors were often the first point of contact for citizens seeking solutions to community challenges.
He urged the participants to translate residents’ needs into practical governance priorities, particularly in rural and riverine communities where improved transportation, healthcare, education, sanitation and environmental sustainability remain important development concerns.
The NILDS director general also identified opportunities in the blue economy, including fisheries, aquaculture, maritime transportation, tourism and logistics, saying these could be developed through appropriate policies, competent leadership and effective resource management.
He stressed that financial prudence, transparency and accountability should guide local government administration, with public resources directed towards services and projects that produce measurable benefits for residents.
Sulaiman further called for policies that support youth employment, entrepreneurship, skills development, women’s economic participation and inclusive community leadership.
He encouraged the councillors to participate actively in the training, share experiences and develop practical responses to challenges affecting their wards.
The institute reaffirmed its commitment to strengthening democratic governance through capacity development, noting that effective leadership at the grassroots was important to Nigeria’s democratic development.
Also speaking, Martins Esin, the member representing Oron Federal Constituency in the House of Representatives, thanked NILDS for hosting the programme. Represented by Omen Bassey, Esin said councillors needed a clear understanding of their powers, rights and responsibilities to perform their legislative duties effectively.
He highlighted the importance of separation of powers and checks and balances in promoting accountability in public administration. He also urged the councillors to apply the knowledge gained to address community challenges, including insecurity and poverty.
Earlier, Sunday Eyo, who represents Oruko Ward One in Urue Offong/Oruko Local Government Area and led the councillors’ delegation, commended Esin for initiating the training. He said the programme would help participants strengthen their legislative skills and improve service delivery across the constituency.
