Nigeria Targets Up to $50 Billion in Offshore Oil and Gas Investment by 2030

Nigeria aims to attract up to $50 billion in offshore oil and gas investment by 2030, according to the country’s petroleum regulator, as the government seeks to expand production, strengthen energy security and boost economic growth.

The regulator said the investment target is part of broader efforts to unlock offshore hydrocarbon resources, encourage exploration and accelerate the development of new oil and gas projects. The initiative is expected to support increased production capacity while reinforcing Nigeria’s position as one of Africa’s leading energy producers.

Officials attributed the renewed investment drive to ongoing reforms in the petroleum sector, including measures designed to improve the regulatory environment, enhance investor confidence and create greater certainty for domestic and international energy companies.

Nigeria possesses some of Africa’s largest offshore oil and gas reserves, with deepwater fields accounting for a significant share of the country’s crude oil production. Industry experts say continued investment in offshore assets will be critical to offsetting declining output from mature onshore fields and sustaining long-term production.

Energy analysts note that achieving the investment target will depend on factors including fiscal stability, regulatory consistency, security, infrastructure development and global oil market conditions. They add that competitive investment terms and efficient project approvals will be important in attracting long-term capital.

The regulator said increased offshore investment is expected to generate employment, stimulate local content development and strengthen Nigeria’s foreign exchange earnings through higher crude oil and natural gas exports.

Development experts argue that revenues generated from the sector should be accompanied by investments in infrastructure, education, healthcare and economic diversification to promote inclusive and sustainable development. They also emphasize the importance of environmental protection, transparent governance and community engagement in offshore operations.

Analysts further note that natural gas development presents opportunities to expand domestic energy supply, support industrialization and contribute to lower-carbon energy solutions, while helping Nigeria meet growing electricity demand.

The investment target aligns with Nigeria’s broader objective of strengthening its energy sector through regulatory reforms, increased private sector participation and improved operational efficiency. Observers say sustained policy implementation and investor confidence will be key to realizing the country’s ambition of attracting up to $50 billion in offshore oil and gas investment by the end of the decade.
